Advisory and Project Management for Energy Utilities

SEG Consulting has played a vital role in delivering advisory and project management services to the Electric Power Industry of Serbia (EPS) on critical energy projects, contributing to the successful execution of several high-profile initiatives.

During the feasibility phase for completing the construction of the lignite-fired power plant Kolubara B (2×350 MW), we served as an advisor and, from June 2011, as a project manager on behalf of EPS. This project was initiated after a public tender in 2009, leading to the signing of an Interim Cooperation Agreement (ICA) between EPS and an international partner on June 30, 2011. The ICA established the framework for conducting a feasibility study (FS) to evaluate the financial and technical viability of the project by leveraging existing equipment and on-site works. Conducted in two phases, the FS’s first phase concluded with an Interim Feasibility Study, with SEG Consulting overseeing its successful implementation. The assignment, pivotal in assessing the Kolubara B project’s potential, was completed in January 2013.

In addition to this, we served as an advisor to EPS as part of an international team for the strategic partner selection process for constructing and operating two lignite-fired power plants, Kolubara B (2×350 MW) and Nikola Tesla B3 (740 MW). We were directly responsible for project implementation and played a key role in formulating a strategy to attract capital. We provided strategic recommendations on optimization possibilities and investment solutions while developing a long list of potential investors. This involved conducting company analyses, preparing market assessments, evaluating assets, and drafting tender documentation, including pre-qualification criteria and bid evaluation metrics. Our expertise extended to evaluating bids, analyzing and selecting potential partners, and negotiating key terms for statutory and commercial agreements, offering critical support to EPS during investor negotiations.

As part of our collaboration with the EPS, we provided strategic advisory services during the tender process for the sale of shares and a capital increase in Elektroprivreda Crne Gore AD Niksic. We managed and coordinated EPS’s team throughout the tender process to ensure smooth execution and alignment with strategic objectives. Additionally, we provided recommendations to EPS management and helped develop a compelling strategic case for entering the Montenegrin energy market.
